Executive Summary:
Sri Lanka, located just off the SE coast of India, has an area of 65,610 sq km, just slightly larger than West Virginia. Sri Lanka has a population of approximately 20 million people, with about 74% of the population living in the SW region near Colombo, the capital. Approximately 3 million people live in 10 urban centers, with the balance of the population (85%) living in the surrounding rural areas. Buddhist and Hindu's make up a vast majority of the religious activity in Sri Lanka, with a large practicing minority of Christians. Sri Lanka's most dynamic sectors now are food processing, textiles and apparel, food and beverages, port construction, telecommunications, and insurance and banking. The Constitution of Sri Lanka establishes a democratic, socialist republic in Sri Lanka, which is also a unitary state.
The following data represents key indicators for determining the feasibility to launch a Sri Lankan Village Phone Pilot Program in conjunction with the Kithu Sevana Community-Based Micro-Credit Program:
- Teledensity: 30% - 30 phones/100 people, or about 6 million (cell) phones
- Mobile Operators: 5 - Dialog, Hutch, Tigo, Suntel, Airtel (coming end of 2007 - from Bharti Airtel, India)
- Microfinance Sector: Over 40 active MFI's - 5 largest: ABD, JBIC, The World Bank (pg 79- ), USAID, BMZ
- Existing Village Phone program: Unknown. There is limited program data available.
Business Model:
Catalyze and/or augment the Village Phone movement in Sri Lanka by supporting the Kithu Sevana Community-Based Micro-Credit Pilot Program with the Welisara Church first, then working out from there on the additional Kithu Sevan church projects. It is the intension of villageTell to integrate Salt & Light into the initial Village Phone Operator training curriculum and ongoing Village Phone Operator "Forums".
Goals:
- Offer assistance to the Kithu Sevana Community-Based Micro-Credit Program.
- Provide affordable and sustainable communications to the micro-credit program participants.
Benefits to the Kithu Sevana Community-Based Micro-Credit Program:
- Increased revenue: Revenues generated from an additional loan vehicle to qualified participants. Revenues generated from "airtime commissions" as a result of becoming an "airtime distributor" for the local community.
- Reduced operating cost: Offering a Village Phone program means lowering operating costs via communications, being able to call clients when needed on occasions when physically meeting them doesn't work.
- New clients: Attracting new clients with a new Village Phone loan product, introducing the benefits of information and communication technology (ICT) into rural areas, and differentiate your micro-credit project form other MFI programs.
- Airtime distributor: As a micro-credit institution, you also have the opportunity to become an airtime distributor - reselling prepaid airtime in a partnership with the local telecommunications operator. This commission will generate revenue on every airtime second sold throughout you network of the Village Phone Operators, or on any airtime sold if the dealer agreement extends more broadly.

- Determine the distance of the nearest Telecom base station (cell tower) to the Welisara Church
- Assess the teledensity of the area within 35km of the Welisara Church
- Determine if any Village Phone programs exist within the target area
- Assess the retail cost of any "shared access" mobile communications programs already in operation
